I wouldn't call them common, as you're not going to get enough to fully deck out a party of 4 with all divine at level gear, but you should have one or two pieces per character. Boss enemies at 18+ will usually have one divine piece of equipment, and vendors usually get one divine piece of 1-2 types of equipment (shield, sword, wand, etc) at around 18. Outside of geared up max lucky charm, you aren't going to get any divine stuff until around level 16-17 at least.
